Ms. Robby Ann Carter is a Security Consultant to US government, healthcare, finance, and retail industries. Ms. Carter brings over 18 years of security experience and benchmark knowledge to private industry and support to the US Government. As the former FBI Unit Chief for Information Technology Security located in Washington, DC, she played a significant role in the development of an Information Assurance Program at the FBI. Prior to the Hanssen Case, the FBI had no information assurance programs that provided direct IT security support to systems located in over 900 FBI locations worldwide. Ms. Carter established the FBI's Information System Security Manager Program comprised of experts in information technology security, policy, and project management who are assigned to all FBI operational and major support divisions.
In support of one of the FBI Director's operational goals that will allow agents to communicate securely from the field using wireless mobile computing technologies, Ms. Carter established the FBI's first Mobile Computing Security Program integrating and employing security technologies into legacy and emerging portable electronic devices and transmission capabilities such as wireless. In addition, she worked closely with the Department of Justice's Wireless Management Office to support interoperability and certification issues.
Ms. Carter was a key contributor to the development of the FBI's Certification and Accreditation Handbook. As one of two FBI Security Certification Officers, Ms. Carter directed the certification all FBI Headquarters legacy information systems and conducted assistance visits and certification activities in all FBI field locations worldwide. In support of e-Government initiatives, Ms. Carter provided oversight and management of all aspects of security related to "outsourcing" e-Payroll, e-Travel, and other e-Government initiatives on behalf of the FBI. In addition, Ms. Carter directed the FBI's COMSEC program and established the FBI's first Industrial IT Security Program, focused on securing contractor IT systems supporting the FBI.
In 1987, Ms. Carter joined the Central Intelligence Agency and served for nine years as a security professional providing armed and operational support for the protection of CIA facilities, national security information, people, operations, and facilities worldwide. Specifically, as a member of the CIA's Protective Operations Cadre, Ms. Carter was assigned to protect the DCI, DDCI, and Chiefs of Stations worldwide. Over the course of nine years, Ms. Carter conducted investigations, adjudications, support to the CIA's polygraph program, program and operational security activities, and support to construction security activities in domestic and overseas locations.
Prior to entering the FBI in 2002, Ms. Carter served five years in private industry serving as a Security Consultant and IT Security Manager for various U.S. Government defense contractors supporting the Intelligence Community and the Department of Defense. During her career, Ms. Carter has gained experience in security program management, process improvement, network security architecture, configuration management, systems administration, analytical risk assessment and management, facility construction and maintenance, and business development. In this capacity, Ms. Carter served as the Chair of the National Contractor Automated Information System Security Working Group.
Ms. Carter was born in Orangeburg, South Carolina. She attended Appalachian State University and received a Bachelor of Science Degree in Criminal Justice with a Minor in Psychology. She is the recipient of the National Information Security Executive of the Year/Computer Security Institute's 2004 Member's Choice Award and is featured in Information Security Magazine's June 2005 edition, "PING" article on wireless security.
Ms. Carter can be seen teaching in the
